A request has been created by the SC to archive the project.
As per EMO, project committers or lead should start the archiving process by sending a request to EMO.
It would be best if somebody from the project requests that the EMO shut it down. If that's just too hard, I can initiate it as a PMC representative.
If code is moved from one project to another, the process says that we need to do a Restructuring Review. This is little more than a description of what will move and (ideally) why. We can combine this with a Termination review.
We have no concept of transferring committers. if mdmweb committers need to move to mdmbl, then they should be elected as committers  there (FWIW, I've created a bug to add this to the handbook's FAQ ).
